From OMIM: "The yeast CCR4-NOT protein complex is a global regulator of RNA polymerase II transcription." This is a subunit of the mouse complex. The various CNOT subunits seem to be independelty regulated in various human tissues (see expression databases), so it seems a little unreasonable to classify the complex as basal. It seems to function as a complex, so there is some semantic unclarity in classifying solely as either a co-factor or sequence-specific, so I will classify it as both.
